Addressing the body composed of Functional Division Chiefs, Unit Heads, and Process Owners, RD Asuncion underscored the regionโs preparations for major upcoming events, including the Caraga Regional Athletic Games, Regional Schools Press Conference, Palarong Pambansa, and the National Schools Press Conference. She challenged the leadership to go beyond compliance, firmly stating, โWe expect more; donโt settle for less.โ She emphasized that these activities are not merely calendar obligations, but platforms to showcase the regionโs discipline, systems, and commitment to excellence.
On the ongoing reclassification of teachers, the Regional Director expressed her sincere appreciation to the evaluators for their dedication, particularly those who worked through weekends and holidays to process documents. She acknowledged the complexity and sensitivity of the task and assured the evaluators of the officeโs continued support through clear guidance and technical assistance so that the processes remain fair, objective, and just.
Turning to the core of the meeting, RD Asuncion clarified the true essence of the Quality Management System (QMS), stressing that QMS is not an isolated requirement or an additional layer of work. Rather, it is embedded in the officeโs daily operations, particularly in satisfying clients and ensuring that public funds are used responsibly and meaningfully. She urged officials and process owners to see QMS as a discipline that sharpens accountability, improves service delivery, and protects public trust.
She further reminded the body of the deeper moral responsibility attached to public service. โWe do not own our time. Our time is owned by the public. The moment we work, we work for the public,โ she said, emphasizing that every process, decision, and output must always be anchored on the welfare of learners, parents, and stakeholders.
The message set a firm and reflective tone for the 4th Quarter QMS Meeting, reinforcing that systems only matter when they translate into better service, stronger integrity, and higher performance; all in faithful service to the people of Caraga.
