Presented jointly with the Evidence for Education (E4E) Coalition, the session highlighted how open data and community engagement can reshape education governance and help schools address persistent learning gaps using transparent, accessible, and actionable information.

In her presentation, De Leon detailed how Project Bukas now proactively discloses public school data from 60,129 schools, 149 cities and 1,493 municipalities, and learning outcomes from over 6,000 schools across five pilot regions (I, II, CAR, VI, and IX).
Machineโreadable datasets, including enrollment, personnel data, school resources, WASH facilities, connectivity, funding, and assessment results (ELLNA, NAT, CRLA), are made available through the Paaralang Bukas Dashboard.
โThis initiative strengthens transparency and allows communities, educators, and policymakers to respond proactively to the needs of learners,โ De Leon emphasized.

De Leon shared that before and after the launch of Project Bukas, the team conducted over 100 conversations with school heads and officials to build trust and establish safeguards addressing concerns on risks, privacy, and contextual use of data.
These engagements helped ground the program on a shared understanding when data is disclosed not to assign blame, but to support learners and drive improvement.

De Leon demonstrated how divisions and schools are already using the dashboard and datasets to inform their Situation Analyses, School Improvement Plans (SIPs), Annual Improvement Plans, Office Performance Commitments, and Localized decision-making processes.
The dashboard visualizes key indicators such as enrollment trends, teacherโlearner ratios, classroom availability, resource gaps, and learning assessment performance; all essential for evidence-based planning.

As part of the Evidence for Education (E4E) Coalition, Project Bukas is supported by 18 organizations from academe, civil society, development partners, and research institutions. The coalitionโs work includes supporting open data initiatives like Project Bukas, shaping national and local education research agendas, and leading capacity-building and knowledge-sharing sessions on data-driven governance.
This multi-sector collaboration aims to mainstream the use of evidence in improving learning outcomes nationwide.

Citing global guidance from the World Bank, De Leon stressed that open data initiatives succeed only when users understand, demand, and apply the data meaningfully.
Thus, Project Bukas integrates โdemand generation activitiesโ to encourage media participation, civil society engagement, local government involvement, academic research, and community ownership of data. These efforts ensure that open data becomes not just available but impactful.
