In his opening remarks, Mr. Elvin D. Chatto, Chief, Budget Management Service (BMS), underscored alignment between programming and execution stressing that sound budget programming and timely obligation are nonโnegotiables in matching plans with execution so that services reach learners without delay.
In his message, DepEd Caraga Assistant Regional Director Pedro Tenebro Escobarte Jr., CESO IV, stressed the importance of aligning financial management with educational outcomes, stating that the conference is part of the process of improving budget utilization for the delivery of quality education for learners.
A key segment of the conference featured the FY 2027 APR Presentation, delivered by Elaine N. Navarro, Chief of the Finance Division, and Marlynne M. Villarreal, Chief of the Quality Assurance Division, who presented regional performance trends, financial indicators, and planning directions for the upcoming fiscal cycle.
In the afternoon session, Kristina Mae A. Colmenares, Senior Budget Management Specialist of DBM, provided Budget Execution Updates, offering technical guidance on cash programming, obligation pacing, and compliance with current budget policies to support more responsive and timelier financial implementation.
An important highlight of the conference was the lively exchange among Schools Division Superintendents, who presented candid assessments and practical recommendations on improving budget utilization, procurement timelines, and financial monitoring systems.
Discussions focused on addressing underspending, reducing procurement delays, strengthening variance monitoring, and ensuring that financial inputs translate into measurable improvements in learning outcomes and school operations.
To sustain progress, the conference concluded with a Synthesis and Commitment Session, where division leaders outlined the action points covering procurement catch-up plans, strengthened monitoring of obligation and disbursement rates, and closer alignment between financial allocations and performance indicators.
