Escobarte Jr., in his message during the opening program of the high-level Monitoring and Coaching session on the Results-based Performance Management System (RPMS) implementation, called for a shift from a culture of compliance to a culture of transformative excellence.

During his address, ARD Escobarte underscored that the RPMS must be strictly outcome-focused and rooted in established professional standards. He noted that true excellence is achieved when actionable strategies are directly aligned with organizational targets. "Excellence is always connected to continuous improvement," Escobarte stated. "It involves a never-ending improvement mindset and the courage to aspire for higher performance levels across all ranks."
