Addressing more than 600 participants from across the country, the presentation emphasized that the development plan is anchored on producing high-performing teachers, ensuring learners’ physical and mental well-being, establishing an efficient and supportive governance structure, delivering high-quality education, and developing empowered and employable Filipinos.

The conference was held from January 3 to 5, 2026, jointly facilitated by the DepEd Caraga Regional Office and the Schools Division Offices of Agusan del Norte and Butuan City.

𝗧𝗲𝗮𝗰𝗵𝗲𝗿𝘀 𝗮𝘁 𝘁𝗵𝗲 𝗖𝗼𝗿𝗲 𝗼𝗳 𝗦𝘆𝘀𝘁𝗲𝗺 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻. The first outcome of the development plan focuses on producing high-performing teachers through strengthened professional standards, targeted capacity-building programs, and systems that promote continuous professional growth and instructional excellence.

𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗻𝗴 𝗟𝗲𝗮𝗿𝗻𝗲𝗿 𝗪𝗲𝗹𝗹-𝗕𝗲𝗶𝗻𝗴 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗦𝘂𝗽𝗽𝗼𝗿𝘁. The second outcome highlights the Department’s commitment to safeguarding learners’ physical and mental well-being by promoting health and nutrition through digital tools, ensuring safe and secure school campuses, strengthening learner support mechanisms, and bridging gaps in classroom and digital learning environments through artificial intelligence (AI)–enabled training.

𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗥𝗲𝗳𝗼𝗿𝗺𝘀 𝗮𝗻𝗱 𝗗𝗮𝘁𝗮-𝗗𝗿𝗶𝘃𝗲𝗻 𝗗𝗲𝗰𝗶𝘀𝗶𝗼𝗻-𝗠𝗮𝗸𝗶𝗻𝗴. To establish an efficient and supportive governance structure, the third outcome underscores the decentralization of key department-wide processes, the modernization of real-time data dashboards, and the expansion of partnerships with the private sector to enhance operational efficiency and evidence-based decision-making.

𝗔𝗜 𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗛𝗶𝗴𝗵-𝗤𝘂𝗮𝗹𝗶𝘁𝘆 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴. The fourth outcome centers on improving education quality through the development of foundational guidelines for AI integration in basic education, the creation of digitally enabled schools, the strengthening of learning recovery programs, and the expansion of schools’ access to AI-powered learning tools.

𝗣𝗿𝗲𝗽𝗮𝗿𝗶𝗻𝗴 𝗟𝗲𝗮𝗿𝗻𝗲𝗿𝘀 𝗳𝗼𝗿 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗟𝗶𝗳𝗲𝗹𝗼𝗻𝗴 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴. The fifth outcome focuses on developing empowered and employable Filipinos by equipping learners with industry-focused AI training, strengthening collaboration with industry and other stakeholders, reinforcing learning recovery initiatives, and designing agile and responsive Senior High School content.

𝗔𝗱𝗱𝗿𝗲𝘀𝘀𝗶𝗻𝗴 𝗦𝘆𝘀𝘁𝗲𝗺 𝗖𝗼𝗻𝘀𝘁𝗿𝗮𝗶𝗻𝘁𝘀 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗥𝗲𝗳𝗼𝗿𝗺𝘀. While outlining the five outcomes, the Assistant Secretary acknowledged existing challenges in the education system, including slow innovation response, weak data-informed planning, limited resources, and overly centralized processes. To address these constraints, the Department is exploring key reforms such as a proposed shift to a trimester academic structure starting June 2028, the transition to descriptive classroom assessment and the phase-out of transmutation tables, the updating of lesson planning templates, and the reinforcement of instructional coaching rather than inspection.

Additional reforms include the implementation of a color-coded system to guide schools in determining appropriate learning modalities during class suspensions, the updating of computerization standards and learning design principles, and the operationalization of virtual and satellite Inclusive Learning Resource Centers (ILRCs) to advance inclusive education.
