The activity was strategically designed to elevate the regionโs institutional capacity in public procurement through a comprehensive and policy-driven orientation on Republic Act No. 12009, otherwise known as the New Government Procurement Act.
It convened key procurement actors: Bids and Awards Committee (BAC) members, BAC Secretariat personnel, Technical Working Group (TWG) members, Program Owners, and Heads of Procuring Entities (HoPEs) from both the regional office, division offices, and schools, ensuring a unified, compliance-oriented, and standards-based implementation framework across all governance levels.

Regional Director Maria Ines C. Asuncion emphasized that the initiative underscores DepEd Caragaโs commitment to responsible, transparent, and effective governance. โInvesting in procurement capacity is ultimately an investment in our learners. When our processes are efficient, compliant, and accountable, we create conditions that support better learning outcomes across Caraga,โ Director Asuncion said.

Key officials from DepEd Caraga highlighted the significance of the Mindanao-wide procurement capacity development program and its practical value to their roles. Dr. Alejandro P. Macadatar, Chief of the Field Technical Assistance Division, emphasized how the training reinforces learner-centered governance: โLearners are not the output of the system; they are our starting points, as shared by Usec. Carmela Oracion.โ
Dr. Jumer C. Carlon, Medical Officer IV and Regional Sports Coordinator, noted the programโs role in strengthening regulatory competence: โIt is very helpful in strengthening my understanding of Republic Act No. 12009 and my knowledge of government procurement policies.โ
Dr. Flordelisa R. Dalin, Chief of the Human Resource Development Division, pointed to the programโs strategic timing: โThe training is timely, relevant, and informative, especially as the HRDD takes on greater engagement in procurement processes this year.โ
Their reflections collectively underscore how the training enhanced technical knowledge of the New Government Procurement Act while reinforcing accountability, compliance, and operational readiness across the regionโs divisions.

The program is designed to capacitate education leaders across Mindanao to ensure that school and regional procurement activities align with national standards, support instructional needs, and reinforce partnerships among education stakeholders.
DepEd Caragaโs strong participation affirms its readiness to implement the forthcoming reforms under RA 12009 while promoting transparency, efficiency, and integrity in all procurement undertakings.
