Presided over by Regional Director Maria Ines C. Asuncion, CESO III, the whole-day meeting ran from 9:00 a.m. to 5:00 p.m. and was attended by Assistant Regional Director Pedro T. Escobarte Jr., the 12 Schools Division Superintendents, 12 Assistant Schools Division Superintendents, seven regional functional division chiefs, and members of the secretariat.

𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗮𝗻𝗱 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻

Following presentation of the financial status for regional and division offices by Finance Chief Elaine Navarro, the body reached key agreements to improve transparency and track program implementation across schools divisions.

Particularly, the Education Support Services Division (ESSD) under Dr. Edmund D. Mendoza will develop a dashboard for monitoring the implementation of tree-planting activities under the One Million Trees Project.

The Administrative Services Division (ASD), led by Joel Rosales, will create a monitoring dashboard that will track the procurement status of all SDOs, helping ensure efficiency and compliance in the implementation of procurement processes.

Dr. Flordelisa R. Dalin, chief Human Resource Development Division (HRDD), will finalize quality-assured tools for evaluating the effectiveness of intervention programs by March 17, 2026, reinforcing the region’s commitment to data-driven decision-making.

𝗔𝗱𝘃𝗮𝗻𝗰𝗶𝗻𝗴 𝗕𝗹𝗲𝗻𝗱𝗲𝗱 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝟰.𝟭 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻

Marcelino M. Ahon, Unit Head of the regional Information and Communications Technology Unit (ICTU), will present the final version of Blended Learning 4.1 during the next RMANCOM meeting, while SDO supervisors will be given the opportunity to review the learning materials per learning area.

To support this process, the Curriculum and Learning Management Division (CLMD) will issue a memorandum on the conduct of an online review of the Blended Learning 4.1 materials, ensuring that the content undergoes thorough validation prior to full implementation.

𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗔𝗥𝗔𝗟 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗔𝗻𝗮𝗹𝘆𝘀𝗶𝘀

To further support the ARAL Program, the RMANCOM also agreed to conduct Readiness and Performance Mapping using the ASRRA analysis framework.

CLMD Chief Bernabe Linog will prepare the regional mapping, while all Schools Division Offices will conduct division-level mapping, allowing DepEd Caraga to identify priority areas for intervention and support.

𝗔𝗱𝗱𝗿𝗲𝘀𝘀𝗶𝗻𝗴 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗖𝗼𝗻𝗰𝗲𝗿𝗻𝘀

The committee also agreed that the Legal Unit will study the issue concerning expenses related to the membership collection of the Caraga Regional School Paper Advisers Association.

In addition, the RMANCOM approved that accommodations and meals for NSPC qualifiers during the Regional Enhancement Writeshop will be charged to the respective Schools Division Offices, ensuring that participating student journalists receive adequate support during their preparation.

𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗘𝘅𝘁𝗲𝗻𝗱𝘀 𝗦𝘂𝗽𝗽𝗼𝗿𝘁

The meeting was highlighted by the presence of Ms. Vanessa Dianne Dubduban, representative of the Surigao del Norte Provincial Government, who distributed ₱50,000 in financial assistance for each delegation participating in the on-going Caraga Regional Athletic Games 2026, also known as Caragames. The provincial government also extended food support and a fleet of multicabs to facilitate the transportation of participants throughout the regional activities.

𝗚𝗿𝗮𝘁𝗶𝘁𝘂𝗱𝗲 𝘁𝗼 𝗛𝗼𝘀𝘁 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀

During the meeting, RD Asuncion expressed profound gratitude to Surigao del Norte Governor Hon. Lyndon Barbers, Surigao City Mayor Hon. Pablo Yves L. Dumlao II, and Vice Mayor Hon. Alfonso Casurra for their strong support in hosting the regional sporting event.

She also thanked the Schools Division Offices of Surigao del Norte, Surigao City, and Dinagat Islands, led respectively by Dr. Karen Galanida, Dr. Marilou Dedumo, and Dr. Manuel Caberte, for jointly hosting the Caragames.

RD Asuncion likewise acknowledged the support of various government agencies and partners, including the Philippine National Police (PNP) for maintaining safety, peace and order during the opening ceremony on March 15, 2026, and for ensuring smooth traffic management throughout the Games.

She further extended appreciation to the Bureau of Fire Protection (BFP), City Disaster Risk Reduction and Management (DRRM) Office, City Medical Team, Child Protection Committee, and other private partners and stakeholders whose collaboration ensured the success of the activities.
