During the conference, Dr. David Raitzer, a senior economist from the Asian Development Bank (ADB) presented results from the study โLearning at the Last Mile: Evidence from a Randomized Controlled Trial of Computer-Assisted Instruction in Remote Schools of the Philippines.โ The research examined the effectiveness of tablet-based and computer-assisted learning interventions in geographically isolated and disadvantaged communities.
๐๐ฑ๐ฑ๐ฟ๐ฒ๐๐๐ถ๐ป๐ด ๐๐ฒ๐ฎ๐ฟ๐ป๐ถ๐ป๐ด ๐๐ฎ๐ฝ๐ ๐ง๐ต๐ฟ๐ผ๐๐ด๐ต ๐ง๐ฒ๐ฐ๐ต๐ป๐ผ๐น๐ผ๐ด๐. Dr. Raitzer emphasized how the intervention was originally designed in response to severe educational disruptions brought about by the COVIDโ19 pandemic. Although conceptualized in 2021, the program was fully implemented beginning in School Year 2022โ2023.
Key elements of the intervention included:
1. Provision of tablets preloaded with digitized learning modules (DLMs)
2. Deployment of Wi-Fi local networks in remote schools to support access to interactive content
3. Use of tablets as the primary learning tool for 2.5 months during school closures, then as supplementary learning aids when face-to-face classes resumed
4. Installation of solar panels and server systems enabling schools without reliable electricity to access digital content
๐ฆ๐ฐ๐ผ๐ฝ๐ฒ ๐ผ๐ณ ๐๐ต๐ฒ ๐ฆ๐๐๐ฑ๐. The randomized controlled trial covered 42 schools across the provinces of Abra, Kalinga, Bohol, and Zamboanga Sibugay.
Over 1,000 students in Grades 7โ10 were included in the baseline assessment conducted in March 2022.
By May 2024, 537 students were successfully tracked from baseline to endline tests.
Data collected included household conditions, study habits, and math and English test scores.
The study also involved:
1. More than 249 curated learning modules
2. Five rounds of teacher training sessions from 2021 to 2023
3. Continuous school visits for technical support and monitoring.
๐ฃ๐ฟ๐ผ๐บ๐ถ๐๐ถ๐ป๐ด ๐ฅ๐ฒ๐๐๐น๐๐ ๐ฎ๐ป๐ฑ ๐๐ป๐๐ถ๐ด๐ต๐๐. The presentation highlighted the potential of computer-assisted instruction (CAI) as a viable tool for improving learning outcomes in last-mile areas. CAI systems allowed students to engage with:
1. Interactive and personalized lessons
2. Immediate feedback mechanisms
3. Digital learning activities that reinforced regular classroom instruction
Findings referenced previous global studies demonstrating how CAI, combined with strong teacher support, can bridge learning gaps, especially in hardโtoโreach environments.
The central question explored in the study, whether digital learning tools can effectively substitute traditional self-learning modules and aid learning recovery, generated active discussion among conference participants, many of whom are involved in DepEdโs ongoing efforts to strengthen digital learning strategies nationwide.

By sharing evidence from the field, Dr. Kaitzerโs presentation provided valuable insights for DepEd planners and decision-makers as the department continues to prioritize equity, digital access, and recovery from pandemic-induced learning losses.
The National Planning Conference serves as the annual platform for policy direction, collaborative planning, and sharing of evidence-based innovations that can support the country's push for resilient and inclusive education. The activity runs from February 3 to February 5, 2026.
