Speaking on the theme โDeep Dive into DepEd Management Strategies, Procurement Laws, and Data Analytics,โ Dr. Gabales challenged school leaders to shift their mindset from intuition-based management to evidence-driven decision-making. โIt's not just about using technology,โ he emphasized. โItโs about knowing how to make the right decisions based on valid and reliable data.โ
In his session, โThe Intricacies of Data Mining for School Leadership,โ Gabales walked participants through the significance of grounding educational decisions on facts rather than assumptions. His presentation covered key topics including:
a. The importance of data and evidence in educational leadership.
b. Building a valid and reliable data infrastructure.
c. Analyzing results through platforms like JASP.
Gabales pointed to the alarming truth that many learners still lack essential competencies, including basic reading skills. โThe problem doesnโt start in high school; it begins in kindergarten and escalates when left unaddressed. Blaming one grade level after another wonโt solve it. Our system needs fixing.โ
Referencing EDCOM 2, he described the current state of education as being affected not by bad policies but gaps in the implementation process. โWe have excellent DepEd Orders. The question is, why are these not translating to solutions on the ground?โ
Quoting educational expert Dylan William, Gabales reminded the audience: โThe purpose of assessment is to improve student learning, not merely to measure it.โ He added, โTeachers must use data to inform students if theyโre at risk of failing. Software and apps are meaningless if you donโt know why youโre using them.โ
Gabales emphasized that poor decisions, especially those based on assumptions, can result in wasted resources, broken trust, and missed opportunities. โWe cannot afford trial-and-error governance anymore,โ he warned.
In addressing community involvement, he posed a critical question: โWhy do so few parents join Brigada Eskwela?โ For Gabales, this too must be investigated through evidence, not guesswork.
He concluded by urging school leaders to diagnose problems, align strategies to actual needs, monitor outcomes, and be ready to adjust. โLet data guide us, not drive us,โ he said, echoing Victoria Bernhardt.
Gabales closed with a powerful reflection: โWhat kind of leader are you becoming? Have you submitted your action plan, and on what evidence was it based?โ Citing John Dewey, he reminded educators: โIf we teach todayโs students as we taught yesterdayโs, we rob them of tomorrow.โ
The message was clear: In an era of complex challenges, data and evidence must be the compass guiding every school leaderโs decisions.
