Setting an important foundation for the discussion, Finance Division Chief Elaine Navarro presented the Budget Utilization Report, offering a clear picture of how MOOE funds were allocated and utilized across divisions. She emphasized the urgency of maximizing resources before the end of the fiscal year and highlighted the importance of aligning expenditures with operational targets and ongoing programs. Her report reinforced a culture of responsibility—ensuring that every peso supports learners and educational priorities.

𝐃𝐫𝐢𝐯𝐢𝐧𝐠 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠

Innovation took center stage as Nerison Pitogo, Computer Programmer II from the ICT Unit, introduced the E-Learning Package Portal on Reading Development, showcasing its initial layout and functionality. Building on this momentum, Regional Director Maria Ines C. Asuncion presented the Reading Development – Mindanao eLearning Space as the benchmark for Caraga’s FlexPath Learning Package initiative. She underscored the importance of adopting the platform’s clean interface, role-based navigation for teachers and students, and organizational structure that integrates external resources such as Khan Academy.

RD Asuncion emphasized that digital transformation is not just about technology—it is about designing systems that are intuitive, learner-friendly, and aligned with regional learning pathways. To advance this vision, she tasked Nerison Pitogo and Rhea Yparaguirre with jointly refining and elevating the region’s e-learning platform using the recommended design elements and structural improvements.

In line with the theme of accountability, RD Asuncion also issued several directives to streamline internal processes and reinforce strong fiscal management. These directives include the immediate obligation of remaining budgets, a comprehensive review of procurement practices, the reconstitution of the Program Management Team (PMT) with the inclusion of the Technical Secretariat, the creation of standardized procurement workflows, strict adherence to the December 15 deadline for Purchase Requests, and the acceleration of all pending procurement actions.

Each directive reflected her commitment to operational excellence and responsible stewardship of resources—ensuring that the Regional Office operates with integrity, clarity, and strategic alignment.

Closing the meeting, RD Asuncion left the body with a clear message: Effective leadership is measured not by the length of time spent, but by the impact created.
