𝗔𝘀𝘂𝗻𝗰𝗶𝗼𝗻, 𝗹𝗲𝗱 𝘁𝗵𝗲 𝗲𝘃𝗲𝗻𝘁 𝘁𝗵𝗮𝘁 𝗳𝗲𝗮𝘁𝘂𝗿𝗲𝗱 𝗶𝗻𝘀𝗶𝗴𝗵𝘁𝘀 𝗮𝗻𝗱 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲𝘀 𝗳𝗿𝗼𝗺 𝗸𝗲𝘆 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝗻𝘁𝘀, 𝗶𝗻𝗰𝗹𝘂𝗱𝗶𝗻𝗴 𝗮𝗻𝗱 𝗖𝗶𝘃𝗶𝗹 𝗦𝗼𝗰𝗶𝗲𝘁𝘆 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 (𝗖𝗦𝗢) 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲 𝗣𝗮𝘇 𝗙𝗲𝗴𝘂𝗿𝗶𝘁𝗮 𝗢𝗷𝗲𝗱𝗮, 𝘄𝗵𝗼 𝗰𝗼𝗻𝘁𝗿𝗶𝗯𝘂𝘁𝗲𝗱 𝘁𝗼 𝘁𝗵𝗲 𝗱𝗶𝘀𝗰𝘂𝘀𝘀𝗶𝗼𝗻𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗽𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝗯𝘂𝗱𝗴𝗲𝘁 𝗶𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲𝘀.

Dr Violeta C. Nuñez, Chief of the Policy, Planning, and Research Division (PPRD), opened the presentation with a warm welcome and articulated the session's purpose, expressing gratitude to the participants. The presentation introduced innovative budgeting strategies, highlighting the Two-Tier Budgeting Approach and Program-Based Budgeting to enhance financial management for the upcoming fiscal year.

Additionally, Elaine N. Navarro, OIC-Chief of the Finance Division, recognized the attendees, which included Schools Division Superintendents, Division Accountants, Division Planning Officers, Functional Division Chiefs, Regional Budget Officers, Regional Office Finance personnel, Regional Focal/Program Owners, and Civil Society Organization Representatives.

During her address, RD Asuncion emphasized the importance of collaboration, stating, 'This is all about shared governance. This is not my performance; this is all about our learners and future generations.' She highlighted the collective responsibility of educators, administrators, and community members in fostering an environment conducive to learning.

Asuncion then presented a significant challenge to the attendees regarding the international assessment, noting how Caraga topped the pre-test, she asked the body to craft measures to sustain or surpass the pretest results. She encouraged innovative thinking and collaboration among the divisions to enhance educational outcomes.

Asuncion further urged, 'Every time that you consider an achievement in your area of responsibility, always attribute that to the future of our young Caraganons.' She concluded by reminding everyone that their efforts today will shape the educational landscape for generations to come, reinforcing the idea that their commitment to excellence is not just for today but for the entire community's future.

Chief Nuñez and OIC-Chief Navarro presented the FY 2026 Budget Proposal to the attendees, outlining key initiatives and funding allocations to enhance educational programs. An open forum was held after the presentation, allowing participants to engage in a dynamic discussion. Key attendees raised their concerns regarding various aspects of the proposal, and these were promptly addressed by the personnel in charge, fostering a collaborative atmosphere and ensuring that all voices were heard.

This event marks a significant step towards a more transparent and participatory budgeting process, reinforcing the Department of Education's commitment to improving educational outcomes and creating a brighter future for all learners.
