Ms. Puyo discussed the Expanded Career Progression (ECP) System, a transformative policy aimed at redefining the career paths of public-school teachers and school heads across the country. The initiative is anchored on Executive Order No. 174, s. 2022, which mandates the establishment of a modified position classification and compensation scheme for educators in the basic education sector.

๐๐ฟ๐ฒ๐ฎ๐๐ถ๐ผ๐ป ๐ผ๐ณ ๐ก๐ฒ๐ ๐ง๐ฒ๐ฎ๐ฐ๐ต๐ถ๐ป๐ด ๐ฃ๐ผ๐๐ถ๐๐ถ๐ผ๐ป๐: The ECP introduces new ranks such as Teacher IV to VII and Master Teacher V, offering more opportunities for promotion and professional growth.
๐๐๐ฎ๐น ๐๐ฎ๐ฟ๐ฒ๐ฒ๐ฟ ๐ง๐ฟ๐ฎ๐ฐ๐ธ๐: Teachers may now choose between Classroom Teaching (CT) and School Administration (SA) career lines upon reaching Master Teacher I, aligning career progression with individual strengths and aspirations.
๐ ๐ฒ๐ฟ๐ถ๐-๐๐ฎ๐๐ฒ๐ฑ ๐ฅ๐ฒ๐ฐ๐น๐ฎ๐๐๐ถ๐ณ๐ถ๐ฐ๐ฎ๐๐ถ๐ผ๐ป: Promotions will be based on competency standards, Philippine Professional Standards for Teachers (PPST) and/or Philippine Professional Standards for School Heads (PPSSH) performance indicators, and CSC-approved qualification standards, ensuring a fair and transparent system.
๐๐ป๐ฐ๐น๐๐๐ถ๐๐ฒ ๐๐ผ๐๐ฒ๐ฟ๐ฎ๐ด๐ฒ: The policy applies to all teachers from Kindergarten to Senior High School, including those in ALS, Madrasah, IPEd, Special Science, and Special Needs Education.
๐ง๐ฟ๐ฎ๐ป๐๐ถ๐๐ถ๐ผ๐ป ๐ฎ๐ป๐ฑ ๐ฆ๐๐ฝ๐ฝ๐ผ๐ฟ๐: A three-year transition period has been set, during which Head Teachers and Assistant School Principals will be considered on-stream candidates and provided with professional development to qualify for reclassification.
๐๐บ๐ฝ๐น๐ฒ๐บ๐ฒ๐ป๐๐ฎ๐๐ถ๐ผ๐ป ๐ง๐ถ๐บ๐ฒ๐น๐ถ๐ป๐ฒ: The Joint Circular was published on May 19, 2025, and took effect on June 4, 2025. All reclassification applications received after this date will be governed by the new guidelines.
๐๐๐ป๐ฑ๐ถ๐ป๐ด ๐ฎ๐ป๐ฑ ๐ฆ๐๐ฝ๐ฝ๐ผ๐ฟ๐: Reclassification costs will be charged to the Lump-sum for the Reclassification of Positions under the General Appropriations Act (GAA), with DepEd and DBM working closely to ensure smooth implementation.
According to Puyo, this initiative fulfills President Ferdinand โBongbongโ Marcos Jr.โs promise during his 2024 State of the Nation Address that โWala ng public school teacher ang magre-retire na Teacher I lamang.โ The policy ensures that teachers can advance in their careers without leaving the classroom, with improved compensation and recognition.
