Held as part of the operational rollout of the 5-Point Education Reform Agenda (5PT Agenda), the Q-BEDP represents a decade-long strategic roadmap that seeks to address the systemic challenges of the Philippine basic education system, particularly those worsened by the COVID-19 pandemic and the rising levels of learning poverty. It is grounded in decentralized, evidence-based, and future-oriented reforms.
In her message, RD Asuncion emphasized the full commitment of DepEd Caraga to align all regional and divisional efforts with the national direction of the Q-BEDP, stating: โDepEd Caraga stands in full support of the Q-BEDP 2025โ2035โa transformative roadmap that calls us to realign, innovate, and lead with purpose. Let us build a basic education system that leaves no learner behind and empowers every Filipino to thrive in a fast-changing world.โ
She also underscored the need to embrace the Q-BEDPโs strategic levers: decentralization, digitalization, and public-private partnerships, to ensure that reforms are responsive to local contexts and emerging national demands. The planโs core principles reflect โwhat worksโ in education, while promoting safe, inclusive, and learner-centered environments.
The Q-BEDP 2025โ2035 builds on the previous Basic Education Development Plan (BEDP), aiming to bridge the countryโs demographic window of opportunity with more flexible, innovative, and localized interventions. It prioritizes future thinking, integrating adaptability to technological shifts, demographic changes, and global challenges such as the Fourth Industrial Revolution (4IR) and climate change.
The launch of the Q-BEDP marks a milestone in Philippine education, with all 17 DepEd Regional Offices uniting under a shared vision to deliver inclusive, quality, and resilient education for every Filipino learner.
