RD Asuncion tasked the Curriculum and Learning Management Division (CLMD), led by Bernabe L. Linog, to present the results of the needs assessment conducted for 15-year-old learners, which was targeted to improve learning outcomes. Linog also underscored the pressing need to intensify reading interventions for identified learners. Addressing this concern, RD Asuncion emphasized that significant improvements in reading skills can be achieved within eight weeks.

“We have learners who have reading problems, and we should not waste time blaming anyone for their predicament. Instead, we focus on what we can do within the crucial period of eight weeks,” she stated.

To further bolster these efforts, RD Asuncion instructed the Human Resource Development Division (HRDD), under the leadership of Dr. Flordelisa R. Dalin, to monitor the capacity profile of teachers in their respective learning areas. She stressed the importance of empowering educators while ensuring that learners’ competencies remain the primary focus. She also directed the body to create a comprehensive competency and proficiency profile of all learners, which will be presented at the next Management Committee Meeting.

Linog also presented an analysis of teacher strengths and weaknesses based on previous assessments. In response, RD Asuncion directed all division offices to uncover classroom-based issues through innovative action research. She highlighted that action research should involve thorough documentation of teaching and learning practices, incorporating standard templates and other measurement tools to identify necessary interventions from both division and regional offices.

Furthermore, RD Asuncion underscored the need to foster a culture of research within the region, recognizing that DepEd Caraga requires updated and relevant data on Special Needs Education (SNED), Indigenous People’s Education (IPEd), Gender and Development (GAD), and Disaster Risk Reduction and Management (DRRM). To facilitate this, she instructed the Policy, Planning, and Research Division (PPRD), represented by Dr. Caroline L. Guerta, to evaluate the conceptual framework and ensure the judicious utilization of the Basic Education Research Fund (BERF).

Through these directives, DepEd Caraga reaffirms its commitment to strengthening literacy, empowering educators, and utilizing research-driven strategies to advance quality education in the region.
