The event featured discussions on critical financial and operational updates, highlighting continued efforts to ensure the effectiveness and efficient delivery of education services. 

𝐑𝐃 𝐀𝐬𝐮𝐧𝐜𝐢𝐨𝐧'𝐬 𝐖𝐞𝐥𝐜𝐨𝐦𝐞 𝐀𝐝𝐝𝐫𝐞𝐬𝐬
In her opening remarks, RD Asuncion lauded the timing of the FDU meeting, held close to the COA Entrance Conference, as both events provide comprehensive insights into the efficient use of government resources. She underscored the crucial link between adherence to audit rules, the effective delivery of services, and improved student performance, particularly in assessments like the National Achievement Test (NAT) and the Programme for International Student Assessment (PISA). 

“We have to tell success stories of how we use government funds,” RD Asuncion emphasized. She noted a consistent improvement in learner academic performance since 2018, encouraging all stakeholders to contribute to the collective investment in the future of Caraga learners. Additionally, she highlighted the strategic importance of establishing professional development centers in Dinagat and Siargao to enhance teaching and learning outcomes. 

𝐌𝐞𝐞𝐭𝐢𝐧𝐠 𝐏𝐫𝐨𝐩𝐞𝐫
During the meeting, DepEd Caraga's accomplishments compared to its targets under the FY 2024 General Appropriations Act (GAA) were presented, including the budget utilization rate (BUR) as of June 30, 2024, with ongoing efforts to optimize resource use. The accountability reports for the 2nd Quarter focused on the proper documentation for all fiscal responsibilities and outcomes. The discussions included challenges in implementing programs, activities, and projects (P/A/P), with both parties providing insights for reinforcing coordination and accountability. 

𝐃𝐁𝐌 𝐔𝐩𝐝𝐚𝐭𝐞𝐬
The DBM presented guidelines and updates concerning mechanisms for requesting Personnel Services (PS) deficiencies, including contributions to Pag-IBIG, PhilHealth, and other benefits; the submission of reclassification requests for teachers and processing of salary differentials; the new procedures for handling accounts payable, and ways to ensure responsible fund disbursement and avoiding lapses in Notices of Cash Allocation (NCA). 

𝐃𝐞𝐩𝐄𝐝 𝐏𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧𝐬
OIC-Finance Chief Elaine Navarro delivered a comprehensive financial update, reporting on the FY 2023 continuing funds and FY 2024 financial allocations. She highlighted a total allotment of ₱22,571,618 for FY 2024, with a 46.70% obligation rate and a 95.31% disbursement rate. 

Education Program Supervisor Dr. Edmund D. Mendoza presented key output indicators for the Education Policy Program, focusing on critical infrastructure, technology, and learner support improvements, including classroom construction, computer packages, science, and math resources, gross enrollment rates, retention rates, and school feeding programs. 

The meeting concluded with a reaffirmed commitment to the regional goals for educational excellence, ensuring that financial resources and operational plans align with the regional strategic objectives.
