Regional Director Maria Ines C. Asuncion delivered a compelling message that anchored the day's discussions, emphasizing that leadership must have a direct impact on the grassroots level. "Our outputs are not on top of our desks — not on top of the division or regional desks, but inside the classrooms," she articulated.
Participants reviewed key regional performance indicators, including enrollment trends, teacher deployment, procurement utilization, and program implementation rates. Discussions highlighted critical issues, including the rational deployment of master teachers, gaps in hiring and regulating locally funded teachers, the professionalization of frontline services, and low funding utilization rates in some divisions.
The session also addressed access and equity concerns, particularly in geographically isolated and disadvantaged areas (GIDAs), where the lack of accessible secondary schools and long travel distances continue to hinder learner participation and retention.
In response, participants proposed concrete actions: intensifying data cleanup efforts, enforcing teacher licensing and hiring policies, empowering school heads as curriculum leaders, and enhancing support for inclusive learning initiatives. HRDD Chief Flordelisa Dalin also shared updates on capacity-building programs for both teaching and non-teaching personnel, with an emphasis on social graces, customer relations, and continuous professional development.
The one-day planning session concluded with unified action points designed to drive DepEd Caraga toward data-informed, inclusive, and learner-centered reforms in pursuit of quality and equitable basic education across the region.
