Coverage of the Ocular Visit

Over a two-day itinerary, the inspection team visited key sites across four localities: Bunawan, Rosario, San Francisco, and Bayugan City. The activity aimed to assess and ensure the availability of safe, appropriate, and child-friendly facilities for the effective implementation of Child Protection Committee (CPC) mechanisms during the national sporting event.

Key Recommendations for Billeting Quarters

In the billeting quarters, it is recommended that a designated room be allocated for the LRPO to serve as a counseling and intervention area for addressing child protection concerns. This space may also function as a wellness hub where learners can rest, recover, and engage in light recreational activities amid the physical and emotional demands of the competition.

Additionally, a dedicated area is advised for the establishment of Learner Rights and Protection (LRP) Desks to properly receive, document, and address child protection-related reports and concerns in a timely and confidential manner.

Arrangements for Playing Venues

At the playing venues, the DepEd Caraga LRPO will establish LRP Desks to facilitate the reporting and management of child protection concerns. Information, Education, and Communication (IEC) materials, including QR codes, will be strategically displayed to ensure accessibility, increase awareness, and provide immediate access to reporting mechanisms.

It is further recommended that LRP Desks be strategically positioned near information and emergency stations or in other highly visible and accessible areas within each venue to ensure prompt response and coordination.

Staffing and Technical Support Structure

For operational support, the DepEd Central Office (CO) LRPO will organize a regional LRP Technical Working Group (TWG) composed of five members headed by a designated chairperson. These members will be deployed to LRP rooms and desks based on their assigned roles and responsibilities.

As part of the strengthened partnership between DepEd Caraga and PGAS, as the host province of the Palarong Pambansa, all billeting quarters will be manned by trained LRP officers and CPC National TWG members to assist delegations from outside the Caraga Region. These personnel will be available on-site and on-call to provide immediate support when needed.

Similarly, all playing venues will be staffed by two LRP officers and one CPC National TWG member to ensure continuous monitoring, rapid response, and effective handling of child protection concerns throughout the duration of the games.

Next Steps

DepEd Caraga LRPO and PGAS–PSWDO are scheduled to reconvene next week for another field visit to continue the ocular inspection of the remaining billeting quarters and playing venues, particularly in the municipalities of Prosperidad, Talacogon, and Esperanza.

The conducted ocular inspection highlights the strong commitment of DepEd Caraga and its partner agencies to safeguard the safety, protection, and well-being of all learners participating in the 2026 Palarong Pambansa. The established recommendations and coordinated efforts among stakeholders further reinforce the implementation of robust child protection mechanisms, ensuring a safe, supportive, and responsive environment throughout the national sporting event.
