Designed to meet the diverse needs of learners in the Alternative Learning System (ALS), the training aimed to equip ALS teachers and Brigada Pagbasa volunteers with practical strategies for teaching beginning reading and literacy in community-based and non-traditional settings. The program emphasized not just functional literacy but also fostering a lifelong love for reading.

The initiative is grounded in DepEd Memorandum No. 162, s. 2020 and OU-LAPP Memorandum No. 0-267, s. 2021, which provides the policy framework for literacy instruction and assessment. Participants were introduced to updated tools, evidence-based teaching approaches, and assessment methods that help improve reading performance and monitor learner progress. One highlight was the Functional Literacy Assessment Tool, which enables facilitators to identify learning gaps and tailor their interventions accordingly.

DepEd is rolling out the retooling in three batches to ensure the effective implementation of these strategies. This phased approach allows for broader reach and provides more focused guidance and feedback to participants in each session.

For ALS learners—many of whom are out-of-school youth or adults—literacy is more than a skill; it’s a critical key to personal growth, employment opportunities, and full participation in society. This initiative responds to that need by empowering educators and volunteers with inclusive, learner-centered teaching practices.

Recognizing that reading is a gateway to opportunity and lifelong learning, DepEd Caraga remains committed to strengthening literacy efforts that reach the most underserved. Through continuous training and support, the region seeks to ensure no learner is left behind.
