BUTUAN CITY โ To further strengthen its commitment to organizational excellence and workforce development, the Department of Education (DepEd) Caraga Regional Office held a specialized activity titled โDriving Excellence in RPMS Implementation at DepEd Caraga on Phase II: Performance Monitoring and Coachingโ today, April 28, 2026, at Nickel Hall, Teacher Development Center, Butuan City.
In his message, Assistant Regional Director Pedro T. Escobarte Jr. reminded the regional office employees that โexcellence is always connected to continuous improvement. It involves a โnever-ending-improvement-mindsetโ and a โdrive towards achieving greater responsibilities though promotion,โ he added.

The activity focuses on the second phase of the Results-Based Performance Management System (RPMS), a critical stage that bridges initial planning with final evaluation. By prioritizing open communication between management and personnel, the regional office aims to ensure that individual performance is directly linked to the broader organizational objectives of the department.

The activity rationale emphasizes that a skilled workforce is the lifeblood of the organization. DepEd Caraga operates under a customized policy, Regional Order No. 05, s. 2019, which aligns with national mandates including DepEd Order No. 2, s. 2015 and DM-OUHROD-2024-0586.
Phase II of the RPMS is designed as a proactive, year-round responsibility for both the rater (supervisor) and the ratee (employee). It begins after both parties commit to specific Key Result Areas (KRAs), objectives, and performance indicators through the signing of the Office Performance Commitment and Review Form (OPCRF).

The workshop aims to equip participants with the tools necessary to:
1. Provide key inputs and an objective basis for performance rating.
2. Communicate significant incidents observed during monitoring sessions to ensure transparency.
3. Reach agreements on appropriate action steps to improve or correct performance and professional behavior.
๐ ๐๐๐น๐๐๐ฟ๐ฒ ๐ผ๐ณ ๐๐ผ๐ฎ๐ฐ๐ต๐ถ๐ป๐ด
DepEd Caraga views coaching and feedback as a continuous process rather than a one-time event. Under this framework, raters serve as mentors who play a critical role in providing an enabling environment for their staff. This intervention is intended to foster continuous improvement in both office performance and individual behavior throughout the year.
The activity was spearheaded by the Human Resource Development Division (HRDD) headed by Dr. Flordelisa R. Dalin, through Jimuel A. Diva, HRDD-Education Program Supervisor, who facilitated the sessions.
