The framework supports the Department’s mission to deliver quality basic education while fulfilling national and global education goals outlined in the Basic Education Development Plan (BEDP) 2030.

The M&E CAPB initiative was designed as a progressive capacity-building effort, ensuring personnel gain comprehensive and practical knowledge of key M&E processes.

In 2021, Phase 1 of the initiative was conducted, focusing on developing a Theory of Change (ToC) for specific DepEd programs or policies. Participants also finalized key indicators for monitoring progress and evaluating outcomes.

In 2023, Phase 2 was implemented, enabling M&E personnel and program owners to establish appropriate data collection and management mechanisms. This phase laid a strong foundation for consistent, structured data gathering across DepEd initiatives.

To complete the core M&E processes, Phases 3 and 4 are being rolled out through a Capacity Building activity from April 23 to 25, 2025, at the VCDU Grand Convention Hall, Villa Kananga Road, Butuan City.

This training will equip participants to analyze data effectively, turning raw figures into actionable insights. It also focuses on developing strategies for communicating M&E results to key stakeholders, identifying implementation challenges, assessing program effectiveness, and proposing solutions for continuous improvement.

Throughout the sessions, participants will further develop their skills in data analysis, strengthen their capacity to communicate findings, and engage in the drafting, refinement, and critical review of workshop outputs.

With the continued rollout of the M&E CAPB initiative, DepEd reaffirms its commitment to fostering a culture of data-informed leadership, transparency, and accountability—ensuring that every decision and direction in basic education is rooted in solid evidence and responsive to the evolving needs of Filipino learners.
