Literacy and numeracy are two of the biggest challenges that Filipino teachers have been facing in the Philippines. Hence, the Department of Education has implemented various programs and interventions to address these problems.
However, despite all the efforts made by the agency through its teaching force, the PISA 2022 test result shows that the Philippines is still lagging in both reading, mathematics, and science subjects. One of the possible reasons for this could be the effect of the Covid-19 pandemic.
When COVID-19 hit the county in 2019, the Department of Education had no choice but to shift the mode of delivering quality education from in-person classes to distance learning, which started on October 5, 2020. However, research showed that this setup opened new problems for teachers and learners alike.
For instance, many students in virtual classes had to endure poor internet connection. Those in modular delivery were just content in copying the answer key embedded in the answer sheets, while others had no one to assist them at home. These disruptions hampered the delivery of quality education and the acquisition of the most essential skills. The late resumption of face-to-face classes on November 2, 2022, only extended the learning loss incurred during those two pandemic years, as studies showed (Barrot et al., 2021).
The 2022 PISA Test result for the Philippines was below the OECD averages. But it was not unexpected due to the extraordinary situation. On the positive side, the Philippines' score in reading was higher than the 2018 PISA scores. The improvement was evident.
In light of the context outlined above, we must take urgent action. To drive the transformative progress we envision for our learners, we can implement the following measures:
1. Conduct a thorough assessment of the learning gaps and challenges, including insights from teachers, parents, and students.
2. Develop and sustain need-specific intervention programs for students struggling with literacy, numeracy, or other skills.
3. Capacitate teachers in both traditional and remote learning environments to include mentorship programs.
4. Maximize online learning tools and resources, particularly in areas with limited internet connectivity.
These are just a few recommendations, and we may also employ many other strategies, such as using an efficient monitoring system and involving the community. In any case, our time calls for collective effort and unwavering commitment to scale the PISA ranks in the years ahead.
Let us, therefore, seize every opportunity that could impact and shape a brighter future for our learners.
